Vera reveals herself as Guardian at the Dark Citadel. In the confrontation, she acknowledges the 14 failed negotiations and presents cold utilitarian math: seals are degrading, 3 centuries remain, controlled sacrifice of lesser realities is the only arithmetic that works.
